The Model Law on Artificial Intelligence 2.0 (Expert Proposal Draft) was released
On the afternoon of April 16, 2024, the "Artificial Intelligence Governance Innovation Forum" hosted by the Institute of Law of the Chinese Academy of Social Sciences and the Internet Society of China’s Internet Rule of Law Work Committee was held. At the meeting, the drafting group of the Model Law on Artificial Intelligence issued the Model Law on Artificial Intelligence 2.0 (Expert Proposal Draft). The Model Law on Artificial Intelligence 2.0 (Expert Proposal Draft) has been continuously updated from previous versions. A clear distinction will be made between the AI licensing management system, implemented based on a negative list, and the filing system for AI activities outside the negative list, to avoid excessive compliance burdens affecting the business expectations of the AI industry. The law will attach importance to the open source development of artificial intelligence, and put forward support measures such as promoting the construction of open source communities, formulating special compliance guidelines, and clarifying responsibility for reduction and exemption rules. It will establish intellectual property innovation rules, make special arrangements for the use of training data and personal information in the research and development process, and provide for the achievement of protection and infringement determination of artificial intelligence products. |
